Are you actually being serious? or just trying to stifle some debate? Its because practising boxing in a public area is irresponsible, and can easily be mistaken as an assault. For this reason police officers are likely to arrest you, and some people might get involved trying to stop it. Obviously when you are boxing you don't want anyone getting involved nor having your sparing session interrupted by a visit from the old bill so people fight inside gyms. Also you could fall down and crack you skull on the pavement and die, people box inside a ring using protective gear for a reason you know.
Using the same logic you could ask 'Why can't some practise clay pigeon shooting in the city centre? Its just a sport, why the double standard'. Come on mate think a little before you ask a question.
