I'll try to make this short as possible.
There is a guy that comes in my work sometimes to do manual work.
He usually comes in once a month but he hasn't been since January, although I did see him in a car park once a few weeks ago but he didn't see me
He is very attractive and cute and he always stares at me and smiles when I catch his eye, but I've never spoken to him except "Hi, you alright?". He told a colleague that he wants to speak to me but his boss said he's not allowed because he has to get on with his work.
I hope and fantasize every day that he comes back so I can speak to him, I regret not speaking to him last time he came in.
I feel like a bit of a creep/stalker thinking about him so much when I haven't spoken two words to him.
Is this unhealthy?

Maybe When you see him again , just try and slyly walk past him so he notices you , and give a quick glance in your direction like it was an accident then say high and get the conversation rolling
try find him over facebook , and invite him out for a coffee and see where it goes from there if you haven't spoken to him that much , you might be completely wrong for each other , but then again , he could be the love of your life :P

Next time you see him say you've got some manual work for him to do at your house then wink suggestively.
Nah, maybe you could get his phone number or name from work somehow and like someone suggested possibly look him up via Facebook? If he does jobs around the office every now and then he'll probably be back again soon and you can pluck up the courage.
