Can i get into good universities for my second year even though i'm currently not in such a good one, and would i need lower requirements if i plan to retake the first year?

It depends. Some universities will allow you to transfer modules and credits. Others might not. You'll just have to contact the admissions team - Let them know what your intentions are, describe which modules you're currently studying and ask them if this is acceptable and if there are different entry requirements for those who go down this path.
I'm not sure about retaking the first year though - I would assume they put you straight into the second year at that new university if your modules so far are decent.
The only people who know for sure are the universities, so contact them. Speak to your university too to get their suggestions.
