firstly go on google search (it has to be google)

then type in "weapons of mass distruction"

then instead of clickin search click on "im feeling lucky"

u have to read what comes up, dont pass it of as being an error

I believe it's quite easy to do.

You just need to create 10 to 20 websites containing the link to a page with the relevent META tags. Once Google finds these websites and lists them, a search for American Intelligence would bring up whatever you wanted.
