    Not sure about your first question, but I know the answer to the second question.

    A life sentence, i.e. for murder is 25 years (a tariff). But the defendant can be released on license after serving half their sentence (they will be allowed back into the public but they will be kept a careful eye on).

    I would say that child abuse should be considered as one of the worst possible crimes which could be committed. I find it personally abhorrent. Do I think it deserves a life sentence? Not a mandatory one. Judges should be able to look at each case on an individual base and apply what the believe is just. However there shouldn't be a maximum sentence they can give (as there is with most laws) in the same sense as not having a minimum either.
