There is nothing in the exam rules to say you need a GCSE in the subject to study a subject at A level so it is entirely down to the college where you want to take the A level - so ask them.

At my 6th form, people could do A-Level geography without GCSE

As well as any subject our school didn’t offer for GCSE e.g. sociology, psychology etc
