So I'm going to apply for internships this summer/autumn and after reading this report, it sounds like you stand a better chance by applying to london satellites?

Without opening the article I'm going to assume it's written to make more people apply in the region's. It's swings and roundabouts really, regions have less competition but also less places, London has more competition but a lot more places. Apply where you think you will get the most useful experience to your needs.

An internship in (central) London looks better on your CV (identical positions assumed) and you'll have better opportunities to network.
Oh, and London is the greatest city in Europe and the rest of the UK sucks so why go anywhere else?

The article makes a good point, who in their right mind would pick Luton over london? Infact who would pick Luton at all!?

So say I applied to PwC London, is that to their Embankment Place office or one of the others, as from looking at their website, they had around half a dozen in London?

Depends on whether you're in tax, assurance, advisory, consulting or legal, and then which team you join/clients you will work on. Embankment place is UK headquarters, 7 More London is EU headquarters and then there are several other offices for different functions.
