    Hi guys, my essay title is as follows (please don't bother trying to understand what "empty voting is", I'm simply wondering how I should interpret the second half of the question):

    "HOW DOES 'EMPTY VOTING' ENABLE ACTIVE SHAREHOLDERS TO EXPLOIT THE MARKET AND HOW DOES IT GENERATE MORE REGULATION?"

    I kind of have trouble with the second part of the question, i.e. "how does it generate more regulation"

    Do you reckon it means:
    - focusing on the flaws of empty voting and why regulators would want to control it?
    - explaining why empty voting has led / would potentially lead to more regulation?
    - What factors would encourage regulators to regulate more thoroughly?
    - including reform proposals (the academic literature is significant regarding policy considerations although do you think the question is asking for them)? I've included them in my first draft although I'm unsure...
    - something else?
