Well i think so, yep. Most of the places i know prefer it if you've got it on computer, rather than a picture or something.
On a side note, don't try and use a regular computer printer to print clothes. It doesn't work .

does tie dye count as desigining your own t-shirt?

Hmm... i suppose so. Although its fairly limited how much design you actually put into it.
