OK so there is this girl that I really liked for a very long time but never had the confidence to tell her the truth, we where good friends talked a lot. Now I'am in six form and she is in college so I have not seen her since September.

Recently been thinking of her again, I feel stupid and that I have posted her for ever and I lost my only chance I have ever had with a girl. So I was thinking I could send her a message on FB to meet up sometime, would this be creepy or freak her out? As it has been a while, I guess I could say "the reason I want to meet up is we have not seen each other for months and we where good friends so let's just catch up", is this a good idea and if she says yes how do I tell her how I feel when we meet up? Plus what is a good public place for this?

I don't think a FB message could go wrong, especially when you two have been such good friends. I think it's very natural to want to meet up with a friend after a long while, whether or not you have a hidden romantic intent. Just stating casually that you'd like to meet up since it's been a while should suffice, I wouldn't suggest using the exact line you've written.
I'd say don't let it out right in the first visit. You'll be meeting after a long time. You can have a good chat, just hang out and may be let her know in the later visits? That's what I think.
    Good cafes or restaurants.

Yes, but don't jump into it guns blazing. Ask her how she is, how college is, is she making new friends (and maybe even a boyfriend) is she liking her course, etc

Don't immediately message her asking her to meet up if you haven't been in contact for a while. Go in softly by making light conversation, and after you've caught up and you sense you're comfortable with each other then ask

A moment if silence for a brother in the friendzone.

Start by talking over facebook. Exchanging messages and getting talking again, then ask to meet up. And don't immediately go straight in.

Yeah your all right about this, I will take it slowerly, well I couldn't go all guns and blazing anyway way to unconfident. I will just start by chatting casually and then ask to meet up, anyone think a park is a good idea and then somewhere for lunch? For the first time that is.
