University of Southampton offer

I got a conditional offer from the University of Southampton. In the offer they want me to meet 32 points overall and 16 in HL, however, I got 30 as predicted IB points and that is what i submitted when i applied through UCAS to their International Relations course. Does this mean that if I meet the 30 i will get accepted or do i need to meet the 32? Otherwise why did they give me an offer for my predicted 30 points?
Also, is the international relations a popular course? Does that ever go through the clearing process, which would mean maybe I have better chances getting in as i got an offer?
I don't know much about the UK system, I'm applying from the USA and I would appreciate every reply !!!! :smile:

You will have to get 32 AND 16 in HL to be definitely accepted. You may be accepted with 30 overall if you get 16 in HL or if there are still spaces but you can't depend upon this.
