why is there a latency with the achilles tendon jerk reflex?

In the hoffman reflex can you account for the M(short latency) and H response?

The latency which occurs during the Achilles jerk reflex is due to the fact that the reflex must pass via the spinal cord.
The M response occurs due to the motor axons being stimulated directly, where as the H response passes through the spinal cord, then passes through motor neurons and stimulates the muscle a second time... I think!
