Can theft and fraud, being rather serious crimes, constitute the basis for manslaughter? I can't see why not but I read somewhere that they cannot and I can't find why not?

Do you mean unlawful act manslaughter? Think about the requirements for that offence from DPP v Newbury and you will see why it is extremely unlikely - perhaps unless the victim is so obviously frail that the slightest upset might cause him a heart-attack.
