My exam date was changed by the university months after I booked a holiday to Miami.
Its tomorrow and I'm feeling pretty awful and spaced out after my flight home yesterday. Is jet lag considered a mitigating circumstance in this case?

You'd have to speak to your university to get a definitive answer. Given they changed the date you should be able to argue your case - but if you want to do this you will need to prove you'd booked your tickets before the date was changed etc (and that changing the booking wasn't an option).
They might still turn you down if their small print makes it clear that dates are provisional and subject to change - but it's worth a shot.
Contact your student office by email ASAP (preferably BEFORE the exam), also mention it to an invigilator when you get to the exam. With cases like this it often turns on who knew what and when.
