I had applied for 5 uni's, 2 were sucessful, which where Bedfordshire and southampton, which i don't really wan't to go to,

Kingston de montfort and sheffield hallam, declined me, these where the ones iw anted to go to

I have been looking at portsmouth, and i had messaged them asking if there was space on the course i wanted, they said, yes, i sent my grades to them, and predicted grades and they said "They would be pleased to receive and application from me"

Is that a greenlight to basically apply for the uni on extra?

Yes it is a green light. To be honest, I also got the same sentence as yours via e-mail from York , Lancaster , Nottingham which I finally got offers from them all. ^_^
