Do complex ions need to have an overall charge I.e like one outside the square brackets. Cuse they all pretty much do except for cisplatin and isn't that a complex ion?

Well cis platin is NEUTRAL so outside the brackets, there is no charge.
    (Or you could put 0).

It's neutral because the charges cancel out. Pt has a charge of 2+, there are 2 Cl-, so -2 + 2 = 0. (NH3 ligand is neutral anyway).

So if all the charges cancel, the overall charge is neutral.

    Do you understand?

So can it still be called a complex ion then?

No you would call a complex with no charge, a neutral complex.
