If I custom spray my car to eg. black

Do I need to inform the DVLA/my insurance before or after?

Believe the answer is yes to both, though not 100% sure about DVLA; I expect so since it is on the V5 what colour the car is.

Theres a section on the V5 where you can notify change of colour. And notify your insurance if they asked you the colour when you insured it.

Yep, if you are changing colour then the DVLA needs to know - but changes between two shades of blue would be OK for example as it only shows the major colour on the V5C - e.g. blue, red, black, silver, etc.
