Do you think taxes on products like alcohol are cigarettes are to raise revenue or to discourage the public to stop smoking?

If it's to raise revenue why not legalise weed, and if it's for public safety/ social well being why not ban alcohol?

It is to help pay for the social costs of these goods, simple example : someone under the influence gets into an accident and costs the NHS money as they have injured themselves.
