For the lac operon, what are the regulatory sequences? Is it just the operator and promoter region, or is the regulatory gene part of the regulatory sequences?

The regulatory genes are encoded by the regulatory sequences.

The regulatory sequences are upstream of the promoter so that the expression of the regulatory genes are not controlled by the lac operon itself.

Why isn't the regulatory gene part of the lac operon?

The lac operon consists of the promoter, operator and lac genes. The regulator sequences are find upstream of the lac operon and regulate the operon.

But since they operate the lac system why aren't they part of the lac operon?

oh god, they're still asking that?

it's like assessing one's knowledge of chemistry by asking them the proton number of platinum...

Because they're an extra layer of regulation. Think of it like watchdog organisations which are independent from the companies that they regulate. Does that make sense?
