Urgent: AQA 25 mark questions

Is the correct way to answer a 25 mark question?

Politial participation cannot simply be measured in terms of electoral turnout. Discuss.

Intro

Para 1. Agree - Yes it can.
Para 2. Disagree - Direct action.
para 3. Disagree - Boycotts.

Cnclusion

I don't get counter arguing! I got As on my mock without thinking about the sturcture, but since we've been going over the structure in class I am confused.
You'll want to do either;

- Intro
- For argument x 3
- Against argument x 2
- Conclusion

and vice versa.

Or;

- Intro
- For argument, against argument
- For argument, against argument
- For argument (something that covers all bases)
- Conclusion

and vice versa.
