This has popped up twice in my notes in relation to ministers, what exactly does it mean?

It means ministers over-identify with their civil servants and their departments. (Not a la Prescott!) In other words they put their department before their party and/or government demands. This doesn't happen to often as the average minister gets moved every 2 years on average. The ministry most often accused of this I believe is Farming (MAF/DEFRA). BTW the NFU (Farmers) is an excellent example of an insider pressure group.
