a. Be happy, then see if it can go further.
b. Let them down gently but be honest with them in that you don't feel the same. No point in leading them on to try to save their feelings.

a) I'd be happy and very flattered and try to get to know they better.
b) I'd tell them the truth but I'd try to do it in the nicest way so I don't hurt their feelings.
