My school won't let me do a course I want to!!

I have just finished my GCSE Exams at my academy school, they would like me to return to sixth form but they won't let me do the course I want to which is: BTEC Level 3 Engineering (18 unit). The head of department advised me to do the 12 unit because I won't cope with the workload on the 18 unit and because of my previous record of alleged plagiarism.

I am confident of achieving 5A*-C including Maths and English and these are the requirements for the 18 unit.

Help what should I do!!??? Should I complain to the exam board or someone

You can't complain to the exam board. Your options are to either convince the school that you have changed and are willing to put in the necessary effort, or to find another centre.
Speak to the school and try to convince them that you can do the 18 unit one.
But i think your best bet would be to find another 6th form/college to go to.
