Effective resistance needs a context, but most commonly taken to mean the 'total' resistance between two points as if it were a single resistance. The resistances making up the total resistance between those two points may include both series and parallel components as well as internal battery resistances etc.

Hence why you need to post the question.

well right i was stuck with the formula the way the question was asn.... in my book was quite confusing btw thanks .
