AQA COMPUTING CPT4: Handlers?

on the aqa specification p. 28 for computing module 4 it states "outline the concept of a handler" could someone please tell me what is a handler?

At a guess I think it might mean an event handler e.g. a program will run specific code when a specific event occurs. For example, say an MouseButton_click event can occur in a paint program, there would be code to draw a pixel etc
Or handlers for events such as division by zero.

A 'buffer' is defined as:

An area of memory for temporary storage of data or instructions to compensate for the different speeds between two devices

A 'distributed system' is defined as:

A system whereby system resources exist physically in different locations with access to these resources being transparent to the user.

(This can be applied to distributed networks,distributed processing and distributed file servers)
