So one of my friends just missed out on getting into pharmacy but the university offered him a place on their pharmacology course.

He was told if he achieves 65% in first year pharmacology he will be able to transfer to pharmacy.

Does anyone know how difficult it is to achieve 65% in pharmacology?

Pharmacology can be a real ***** but as long as you work hard to make sure you understand the main concepts, then 65% should be achievable. I really recommend Pharmacology at a Glance. If he gets that now and has a read through it before he starts then that will help considerably in the first few weeks.
But yeah, like I said, as long as he puts in the effort and keeps up with his work then he should be fine. Review notes every day, do further reading, regularly test yourself... It's all about the approach.

65% is an average 2:1 so def doable
