Need help A level college urgently!!!

Hi, it's my first time here and i really need your help!
The point is that my sister is going to apply for some A level college in UK, preferably in London, Oxford or Cambridge. Her next "desirable" destination is a biology in Imperial,and we neeed to find a proper college to get there. Firstly,we thought about schools, but they appear to be expensive. We are from Ukraine and don't have a lot of information about it.
Please, help!

I'm pretty sure it doesn't really matter which college you go to. As long as you have good AS grades, good references and a well written personal statement.
