uh why would you want to do that? Anyway Id say the only way is to avoid exersise.

Come to think of it I have lol, my top half is small and thin and my legs are muscly. Could you spare to lose a bit of weight in general? That might help

There certainly wouldn't be a quick way to do it without, as you say, starving yourself. Muscle isn't transient in the way that fat is and tends only to shrink when it is absolutely imperative that it do so.

Not put stress on them, fewer calories, et c.

Losing muscle is really not a good idea. For every pound of muscle that you lose, your body will need 50 calories less per day to survive. So losing muscle is more likely to lead to gaining fat.

If you feel that you are 'bulked up' then try to do more cardio exercise and cut down on resistance exercise (weight, pilates, push ups sit ups etc) and see if that makes a difference. Also make sure that you are eating a good balance of protein, carbs and fat as well as loads of fruit and veggies.
