Yes, who could have possible debated that the singular item that the chip ship yielded that TSR could deem their champion... was chips?! Chips on their own are definitely, and as voted for, the ultimate chippy champion.
The Tournament has ended with a fairly obvious supreme winner... what do you think? A deserving victor? Or did you expect the Battered Mars?!
