It basically means that he is "monkish" - he stifles the urge for pleasure (sexual) substituting it instead for "study and fast".

To break it down

"Blood is very snow-broth" means it's cold/untouched by passion

"one who never feels the wanton sting" - well, a wanton woman is a promiscious/sexual woman.

"doth rebate and blunt his natural edge/With profits of the mind, study and fast" - gets rid of sexual urges with "profits of the mind"
