What should i do?

Hi i need peoples opinions on this, theres this girl we used to be in the same class in year 12 wen we moved to year thirteen she dropped the lesson. Any way wen we were in the same class we didn't really talk that much but i though she was pretty fine. Anyway after that in year 13 i used to see here around school and when i was walking back from school and we used to talk quite alot. Although it was like every few weeks that i used to see her any way at a certain school function. I was there with my other friend who also was in the class with us wen were were there and she knows him. So she came up and started conversation with me. She then asked me for my email address. And if i was going out after the function now i think i should have gone but i didn't even though i thought she liked me.

After that i looked to see if she had emailed me and she hasn't but i will see her at another certain school function. Do people think i should go to her and ask her out.
