Applicatio PN1 and CPR

Please help. How long before my account is changed from PR1 to PN1? I would also want to know if I have a chance with CPR. I have fully withdrawn from previous University and have since started on a new course at a different University from September 2013. I made a paper application PN1 on 20th August 2013. I also sent CPR evidence on 18th September 2013. I have phoned several times and every time I am told that my account is still PR1 and would be changed shortly. However, my account has not been changed as is still application PR1 and not PN1. I have not had feedback on CPR either. I have not paid tuition fees and my situation is getting desperate. I am hoping that my CPR will be looked at and possibly have a year of funding back on.
Your response and any advice would be greatly appreciated.
