Question about Philippines/Charities Watch

When I've seen videos of aid workers on the news, they seem to have helicopters with a few huge bags of rice (I think) and they just seem to throw it out there, so a couple people get one big bag of rice, and the other hundreds get nothing.

Unless the people getting these bags are then sharing it out to everyone else, it doesn't really work. Is this normal?

These posts raise another question. How can someone donate to these causes when charities can't be trusted?
