Since 70% won't repay in full, you've got to be pretty confident that you will in order to justify paying in advance.
Moving abroad is a hassle.
It is more complicated now that interest is above inflation and we are in a low interest environment though.
Abroad could be good, its upto you really, if you mind paying a grad tax or not.
