I will be applying for my student loans including maintenance grant and maintenance loan and it says:

"You must be a full-time English student. Part-time and EU students and students aged 60 and over can’t apply."

I was born outside of the UK but in an EU country and I have lived in the UK since I was 3. Am I eligible for the grant and loan ?

As long as you weren't here just for education (!) you'll qualify.

The information you quote isn't entirely correct for the basic Student Finance criteria, so do check your source - is it referring to something course or uni-specific?

Students over 60 cannot apply for a Maintenance Loan, but they can apply for a Maintenance Grant and a Tuition Fee Loan. Plus some part-time courses are covered, depending on the number of hours of study.
