Living with a non-student - council tax! Watch

I have a problem in that I want to move out next year into a 4 bed flat with 3 friends although one of us isn't a student. Looked it up and we are entitiled to 25% off council tax but it still equates to around an extra 750 pound. I think it would be unfair to make him pay all of it even if that is the legal stance, and was just thinking if there was any way around this or if we could pretend he was a student. I have a mate in uni who is still living at home and was thinking if we rented one of the rooms in his name and then the non student paid him would this work? How likely are we to get caught and what are the implications if this situation arises? Just about to put the deposit down today as well, feels like a kick in the stomach!
