I'd say it would be fair to say your Mum is the main driver in the first scenario, your best bet though would be to just ask the insurer. Better safe than sorry and all that shizz.

I'm not sure what you're getting at in the end of your post though, insurance prices aren't controlled by the government? The only money they get is through corporation tax paid by the company. Raising fuel prices will do nothing to lower the risk of a young driver (except maybe make them drive more frugally so potentially more safely :lol:).
