what is it called and how much does it cost?

and I think that I saw somewhere where they said you have to include a stamp inside or something? do they also need an envelope???

I think you're talking about recorded delivery. They send your documents back to you.
Let's just clarify this.

Recorded signed for delivery just gets you proof that your documents arrived.

It gets no further privileges once behind the doors of SF towers.

They are still subject to the legendary incompetences everyone knows so well and they are returned like everyone else's.
