Is a dative covalent bond formed in the hydroxide ion ?

If the oxygen has six out electrons and it bonds with a H- ion is that a dative covalent bond where the hydrogen ion donates both the electrons to contribute to the bond?????
Yes, because the Hydrogen already has a full outer shell, while Oxygen needs 2 to fill it. Therefore it is a dative (or coordinate) bond
