How do you find out what is the slowest step and fastest step in a rates reaction? What do you do? Also how do your results help you obtain this information?

First of all you need the rate equation to find the rate determining step. And to get this equation u need to find the order of a reaction.
For example: Rate equation=k[A]
Then A and B will be included in your slowest step (r.d.s) and other elemments from the reaction equation will be included in the fastest step!
