student finance england not giving me 2013/2014 tuition fee loan

I started uni 2011 and i applied for Tuition fee loan for 2011/12 and i got it. But i faild to pass the year and had to retake some exams next year as an external student. I made the mistake of applying for a loan for 2012/13 before knowing i wont be passing into 2nd year of my study.
During 2012/13 i decided i want to change my course( Thinking i have 3 more years to of loans to aquire) and when i started my new course 2013/2014 and applyed for the loan they told me i have only 2 more years left . Up until now i have received only 1 year of loan and applyed for the second year and never when into uni for it . What should i do ?
