Is this correct? The lung activity depends on person to person. If a person had healthy lungs and if vasodilation occurred in the lungs then would the organ activity increase if the person had a disease to compensate? And would the organ activity stay the same if the person was in great health to achieve homeostasis?

Your question doesn't really make sense, both grammatically and otherwise. What lung diseases? What do you even mean by organ activity - both lung function and heart function would seem relevant here.
A quick google tells me that nitric oxide can be used in pulmonary hypertension though, yes.
