I'm really struggling with this essay question; I've missed a lot of time at university due to unfortunate family circumstances, and I have no clue where to start. It's due in very soon and just wondered if someone could give me a starting point or point me in the right direction! thank you 
“Judicial Review represents the means by which the courts control the exercise of governmental power…[it] is concerned with the legality of the decision made, not with the merits of the particular decision. Accordingly, the task of the judges is to ensure that the exercise of any power which has been delegated to ministers and administrative and adjudicatory bodies is lawful according to the power given to that body by an Act of Parliament…”
