If I apply for a maintanence loan now, can I refuse it later on?

Hi,
I am currently applying for Student Finance, and I am considering applying for the National Scholarship Programme for Cambridge. However, after reading their website, I have come across a paragraph that says you HAVE to apply for the full Maintanence Loan and full Tuition Fee loan if you want to be considered for the scholarship/fee waiver.

I was wondering whether it would be possible to refuse to take the loan after you have applied for it. And whether they are requesting that I apply for the higher amount of Maintanence loan or the normal amount.
