I'm having a little trouble with the wording of this essay question because it leaves it open to two different interpretations of what's actually being asked:
a) What do YOU think the role of TNCs should be? Or..
b) What ARE the roles (using examples I assume) of TNCs
I have a feeling it's a combination of both, but any help would be greatly appreciated.

It seems pretty similar to a level questions that are more along the lines of what ARE the roles of TNCs. I'd use case studies to show positives and negatives of the impact of TNCs on the economies of different countries.
