My edexcel chem book says that they're good insulators as the fourth outer electron of each carbon atom are not free to move, but a quick internet check says they can..

Bit of a grey area ...
The nanotubes are very good conductors along the tube length, but insulators from tube to tube.
The buckyballs logically have no intermolecular connections and must be insulators.
