difference between ask for more information and counter-offer

One say "please sell me your vintage BNW car for $80,000", another replied with "sure, provided you pay by cash". Is this a counter-offer or just ask for more information?

Well it's definitely not a Counter-Offer...

I don't think it's a Request for Information either, as it's the seller stating the payment method - there was no question involved. I'd say its a Statement of Intention (Harris v Nickerson)
Also look at Stevenson, Jacques and Co. v MacLean (request for further information) and Hyde v Wrench (a counter-offer).
