That is probably because you don't do enough cardiovasculuar exercise. What I can suggest is:

Lie flat on your back.
Lift your legs up
Perform a 'cycling' movement (as if you were cycling but on your back).

This way you will work your thighs, your abs (which hold your legs up!) and to a lesser extent, bum.

In true honesty, running is the best method. I'd suggest cycling, but that also puts a strain on your knees, although to a much smaller extent. A long time ago I used to cycle a lot and avoid running because running was really exhausting, but for the past few months I enjoyed doing the aleternative. At the start it was a nightmare, but gradually it gets better. Just don't overdo it initially, build up your stamina and see how you perform- give yourself 2 weeks and you will see the difference- just make sure you are determined. :smile:

2late suggested doing leg lifts which is great....also, try and mix up activities....press ups...sit ups..leg lifts.. then skip for a while (skipping ropes are great) and jog a few laps....that way it wont get too repetitive or boring

I would suggest swimming. Although this doesn't particularly target the areas you mentioned, it does help tone your muscles all over and will really improve your cardio fitness. Also it should not put any strain on your joints as the water supports you- give it a try it is lovely in this weather!
