What are the top procedures to take before working with radiation material in a general lab?

This is not a fair question because it implies that some precuations are optional. From a health and safety viewpoint this can be highly dangerous and exposing people to contamination. It may also open a company up to litigation at some future date.

Clearly the level of radiation hazard will be vital in determining appropriate levels of protection and precautions. (Barium meals are not the same as enriched plutonium for instance)

Appropriate headings for covering safety in a working lab might be:

Training/Standards/Procedures
Storage and labelling
Work area seggregation
Protective clothing and shielding
Equipment
Handling
Cleaning
Disposal
Dealing with accidents and emergencies
Reporting incidents

NB this list is not exhaustive.
