Help! I feel so overwhelmed in writing an essay on fiscal policy.

I've been asked to discuss a key domestic and a global problem that the Australian federal government will try to solve with the upcoming budget. My news readings tell me that the government could focus on Australia's aging population issue (raising the pension age eligibility), and to also address how Australia will deal with China's slowing growth.
I believe I have a firm understanding of both issues. However, I'm not too sure about how I would implement macroeconomic theory into my essay. Are these all supply side issues? Should I suggest remedies which the Australian federal government could provide through demand side economics?
Macroeconomic essays are new to me. I've always had no problem at writing essays on microeconomics. :s-smilie:
